A group calling themselves the Marlin Project have taken the open source QuickTime Streaming Server and gosh darn it all, ported it to Mac OS 9. An interesting side note to this is that they list BIAP Systems as one of their partners. BIAP is the brainchild of the staggeringly quaint Chuck Shotton, who was the original developer of the WebStar web server.
